The Public Safety Sector led by the Department of the Interior and Local Government (DILG) is actively engaging the community in environmental protection through educational initiatives, and organizing advocacy groups to monitor and report illegal activities. The dissemination of information on the El Niño phenomenon is a key component of their strategy, along with the enforcement of law and order. Further, Public Safety ensures the security of critical facilities and efficiently manages traffic for a prompt response. The Public Safety Sector through its concerned member agencies also implement comprehensive fire prevention programs, including specialized training in Peatland and Fire Prevention Management. As part of their proactive measures, Public Safety Sector is also working on developing a Fire Danger Rating System, aiming to guide and enhance fire management efforts effectively.

    PNP

    • Community Engagement and Education: Empower communities in environmental protection through outreach programs, promoting compliance with environmental laws for long-term climate resilience.
    • Community Organizing and Mobilizing: Engage communities in monitoring and reporting environmental illegal activities, utilizing advocacy groups like Kaligtasan at Kalikasan (KALIGKASAN) as PNP force multipliers.
    • Intensified Information Dissemination: Communicate El Niño's effects through TRIMP (Television, Radio, Internet, Media, Print) and Strategic Communication (STRATCOM). PNP's TV programs and online channels ensure widespread awareness.
    • Enforce Law and Order: Provide disaster response information, and maintain community policing to curb criminality.
    • Security for Critical Facilities: Ensure security for vital facilities and Response Clusters in affected areas.
    • Traffic Management: Facilitate efficient movement of people, goods, and equipment in response to emergencies.

    BFP

    • Intensified education and awareness campaign to the local community through the ''Oplan Ligtas na Pamayanan'' program by educating local communities, landowners, and forest users about fire prevention safe practices, and the importance of maintaining healthy forests to reduce human-caused fires.
    • Coordination and collaboration among various stakeholders, including government agencies, local communities, and non-profit organizations to ensure a unified approach to fire management and maximize the efficiency of response efforts.
    • Resource allocation for firefighting tools and personal protective equipment, personnel, and funding in a targeted and efficient manner to support fire prevention and suppression activities.
    • Conduct appropriate training such as the Air to Ground Operation System (AGOS) to BFP-CAR personnel in collaboration with the Philippine Air Force-Tactical Operations Groups-1 to enhance the capabilities of ground and air assets, thereby improving situational awareness on the fire ground.
    • Conduct forest fire-fighting training for BFP-CAR personnel to strengthen their capabilities in forest fire suppression, control, and management.
    • Conduct persistent training to the Community Fire Auxiliary Group of the barangays that serve as force multipliers who play a vital role in supporting fire prevention, preparedness, and response efforts in their local communities.
    • Strict implementation of ''Oplan Paghalasa'', ''Operation Listo'', ''Contingency Plan on El Nino'' and ''Contingency Plan on Forest Fire'';
    • Delivery of Critical Water Supplies to areas experiencing water shortages. 
       

     


    Public Safety - Onset of La Nina 2024

    Jul. 29, 2024 -
    •  Issued DILG M.C. No. 2024-074 on “L!STO SA TAG-ULAN: Preparedness Measures of LGUs for the Impending La Niña and Rainy Season C.Y. 2024”, dated 31 May 2024. 
    • Directed the Local Chief Executives (LCEs) to ensure the implementation of the following minimum critical preparedness measures: 
      • To establish their minimum Early Preparedness Actions and Critical Preparedness Actions in compliance and guided by the following DILG -Operation L!STO Protocols for Hydrometeorological hazards:
        • DILG Operation L!STO Disaster Preparedness Manual for Typhoon; and 
        • DILG Operation L!STO Disaster Preparedness Manual for Localized Weather Disturbances.
      • Convene their respective Local DRRM Councils and conduct Risk Assessments and update their respective hazard maps on floodings, rain-induced landslides and debris flow to determine communities at risk and mitigate the impacts of La Niña. 
      • To develop/update their respective Contingency Plans for La Niña and other local emergency response plans. 
      • To establish resilient and functional Emergency Operations Centers (EOCs) and Incident Management Teams (IMT).
