Description | Objective: To provide comprehensive guidelines and measures for LCEs to mitigate and address the adverse impacts of La Niña through early preparedness actions.Key Guidelines and Measures:While LGUs already know what to do before, during, and after typhoons because of Operation LISTO, however It is still critical to remind them on key actions that they must undertake.The LCEs are advised to ensure the implementation of the following:Early Preparedness Actions guided by the following DILG Operation L!STO Protocols for Hydrometeorological (Typhoon and Localized Weather Disturbances)Convene their respective Local DRRM Councils and conduct Pre-Disaster Risk Assessment (PDRA) meetings focused on La Niña.Develop or Update their respective Contingency Plans for La Niña and other local emergency response plans.The LGUs must ensure they have established resilient and functional Emergency Operations Centers (EOCs) and Incident Management Teams (IMT).Ensure appropriate and functional Multi-Hazard Early Warning Systems.Extensively conduct Public Awareness and IEC Campaign on La Niña to the communities.Punong Barangays are encouraged to promote household preparedness through the use of the DILG "Gabay at Mapa para sa L!STONG Pamilyang Pilipino" guide.Establish and strengthen their respective Evacuation Centers and Facilities.Ensure the unhampered delivery of emergency services and assistance and ensure they have sufficient stockpiles and resources.Review their existing Partnerships and Agreements/Mutual Aid Agreements.Inspect and reinforce vital facilities and critical infrastructure. Enforcement of No-Build Zones.By reminding LGUs to implement these guidelines, LCEs and relevant stakeholders will enhance their preparedness and response capabilities to mitigate the impacts of La Niña, ensuring the safety and resilience of their communities. |
