    Energy efficiency and conservation May. 11, 2024 -
    • Promoting the advancement and use of energy efficiency and conservation technologies that can reduce energy consumption and the impact of El Niño.
    • Implementation of Administrative Order No. 15 titled “Directing the accelerated implementation of the Government Energy Management Program (GEMP)”.

    Under the leadership of the Department of Energy (DOE), Energy Security is actively monitoring power projects, emphasizing timely completion for heightened reliability, including the incorporation of Battery Energy Storage Systems (BESS). They are also in the process of creating an inventory of generator sets sourced from Distribution Utilities (DUs) to ensure emergency backup power systems in critical facilities. Energy Security, guided by the DOE, is accelerating the Government Energy Management Program (GEMP) to proactively prepare for El Niño. The sector is addressing Right-of-Way (ROW) and security issues within energy facilities to ensure uninterrupted operations. As part of their strategic initiatives, they are installing solar-powered water and refrigeration systems to facilitate efficient power distribution. Simultaneously, Energy Security is executing an ongoing communication strategy throughout 2024, promoting energy efficiency and conservation measures to alleviate the impact of El Niño. In addition, the Task Force on Energy Resiliency (TFER) has been activated to conduct regular monitoring and provide updates on the implementation progress of the committed action plan for El Niño. Mar. 15, 2024 -
    • Issued Advisory regarding the promotion of energy efficiency and conservation.
    • Endorsement of power generation projects in 2024 to ERC, NGCP, and IEMOP to facilitate timely commercial operation.
    • Intensified promotion of Demand-Side Management Programs (DSM) to Mitigate El Niño impact on Supply.
    • Conducted El Niño Hazard Exposure Data and mapping and updating of datasets.
    • Updated the data on hydropower plants based on the committed power projects that were successfully brought into commercial operation in 2023.
    • In collaboration with DILG and DOH, ongoing development of the list of critical infrastructures (priority on health facilities) with emergency backup power systems such as modular generator sets. 
    • Ongoing development of an inventory of generator sets from Distribution Utilities (DUs).
    • Issued Administrative Order No. 15 promoting energy efficiency and conservation.
    • Issued Implementing Rules and Regulations (IRR) of A.O. 15 on February 15, 2024, to provide clearer guidance to government entities on Government Energy Management Program (GEMP) compliance.
    • Installed solar-powered potable water systems to identified provinces through the Development for Re Application Mainstreaming and Market Sustainability (DREAMS) Project.

    Adequate energy supply May. 11, 2024 -
    • Close monitoring for the timely completion of power generation and transmission projects to increase the reliability of supply
    • Ensure emergency backup power systems such as modular generator sets to critical infrastructures (healthcare facilities, evacuation sites, etc.)

    Manage power distribution and secure energy facilities May. 11, 2024 -
    • Address Right-of-Way(ROW) and Security Issues in the energy facilities.
    • Efficient distribution of power supply.

    Magat HPP Low Voltage Issue May. 11, 2024 -
    • NGCP to transfer the capacitor bank from Mexico, Pampanga to Tuguegarao City, which will correct and normalize the voltage of the transmission grids.
      • Tuguegarao Substation: As of 08 May 2024 at 9:17 PM, the 50 MVAR capacitor bank has been energized. The energization was 8 days earlier than the targeted completion date of 16 May 2024.
    • DA to facilitate Cloud seeding in the Magat Dam area.
      • As of 10 May 2024 0830H, DOST-PAGASA reported that the Reservoir Water Level (RWL) of Magat Dam is at 177.06 meters, down from 177.40 meters as monitored during the same period yesterday. The Department of Agriculture - Bureau of Soils and Water Management and the Philippine Air Force has conducted four (4) cloud seeding operations around the Magat Dam Area 08 May 2024.
    • Electric cooperatives (ECs) and customers to intensify energy efficiency and conservation (EEC) in the affected areas (Nueva Vizcaya, Isabela and Cagayan) to help normalize the voltage of the transmission grids.
      • EEC advertisements (ads) were already aired via GMA Regional TV starting in 1st week of April.
      • Moreover, EEC ads in the Ilocano language will start airing by 2nd week of April on local radio stations. The Presidential Communications Office (PCO) will tap the Philippine News Agency (PNA) for similar posting/airing of EEC materials.
    • NIA to make available water to run two (2) units of SNAP Magat HEPP on weekdays (from April 5 to May 6, 2024) during the afternoon peak (10:00 AM to 3:00 PM) and evening peak (6:00 PM to 9:00 PM).
      • The National Irrigation Administration has started irrigation activities from the Magat Reservoir effective 07 May 2024 increasing the water allocation for SNAP Magat from 35 cms to 112 cms. This will enable four (4) units of SNAP Magat HEPP to operate 24/7 with a maximum output of 218 MW out of 380 MW (derated output due to availability of water).
