Red and Yellow Alerts in Luzon and Visayas Grids |
May. 11, 2024 - - Close monitoring of all the power stakeholders to ensure that appropriate measures are taken to minimize the impact of the red and yellow alerts.
- For the Luzon Grid, contingency measure includes the activation of the Interruptible Load Program (ILP) in all Distribution Utilities such as the MERALCO and Electric Cooperatives (ECs), to help reduce the overall demand in the grid.
- Undertake Manual Load Dropping (MLD) as necessary to ensure the reliability of the grid during Red Alert in Luzon.
- Reiteration of the President's directive on the Government Energy Management Program (GEMP) through Administrative Order No. 15 for all government offices.
- Implementation of Peak Off-Peak (POP) Program through the minimized power use of industrial and commercial establishments during peak hours.
- Intensify the promotion of energy efficiency and conservation among the public during peak hours.
- Promotion of flexible work arrangements and other energy conservation measures

TFER Preparedness Measures for La Niña:
1. Activation of the Task Force on Energy Resiliency (TFER) during disasters, calamities, or disruptions caused by natural or human-induced hazards. 2. Preparation of Contingency Plans: I. Liquefied Natural Gas Floating Storage Unit (LNG-FSU)/Floating Storage Regasification Unit (FSRU) in Batangas with capacity of 1,200 MW supplying to Luzon grid to be moved during Typhoon Signal no. 2 and wind speed greater than 45 knots. II. MERALCO Contingency Plan: A. Close coordination with FGEN units on: i. Utilization of Malampaya gas pipeline as temporary “storage” of natural gas by utilizing LNG to increase the linepack pressure prior to landfall; ii. Running of units on alternate fuel (liquid fuel) to supplement available gas supply in the pipeline, if needed; B. Coordination with SPPC units: i. Utilization of on-shore LNG storage facilities by SPPC (ongoing construction); this will require support from DOE and NGCP to fast-track completion; ii. Possible running of units on diesel; however such operation will require shutdown of units before and after diesel utilization; Moreover, this may incur additional costs due to diesel operation will require ERC approval.
